Staff Report <br />DATE: 3/7/2023 <br />MOTION <br />AGENDA ITEM: Planning Commission 2023 Work Plan <br />SUBMITTED BY: Sophia Jensen, City Planner <br />BACKGROUND: <br />Per Section 3.12.280 of the Lake Elmo City Code, the Planning Commission is tasked with reviewing <br />and recommending an annual work plan. Staff built off of the 2022 work plan to establish the 2023 <br />Planning Commission Work Plan. <br />At the December 12th 2022 Planning Commission meeting the commission reviewed and discussed the <br />proposed work plan. Commissioners voted to recommend approval of the work plan to City Council. <br />At the February 15th City Council Workshop Commissioners and Council reviewed the work plan and <br />discussed each section. No significant changes to the plan were identified. <br />ISSUE BEFORE THE CITY COUNCIL: <br />Should the City Council accept the 2023 Planning Commission work plan as proposed? <br />DETAILS AND ANALYSIS: <br />The work plan follows a similar ranking system to the Parks Commission work plan with a priority <br />system of 1-5 (1 being the highest priority). <br />Items that have been completed in the 2022 work plan include the following: <br />1. Amending the Medium Density Residential zoning district to be consistent with the <br />Comprehensive Plan. <br />2. Process a package of clean up text amendments from 2021. <br />3. Update permits and land use applications to be concise, have a checklist, and be fillable. <br />4. Rebuild the Planning Dept. and hire a Code Enforcement Officer. <br />OPTIONS: <br />1. Approve the Planning Commission 2023 Work Plan <br />2. Amend the Planning Commission 2023 Work Plan <br />FISCAL IMPACT: <br />None <br />RECOMMENDATION: <br />Staff and Planning Commission recommends the following motion: <br />“Motion to approve the 2023 Planning Commission Work Plan.” <br />ATTACHMENTS: <br />1. 2023 Planning Commission Work Plan
