6 <br />Site access: The site access on 50th Street N must be relocated as far west as possible to <br />minimize future conflicts with the construction of future turn lanes. The recommended <br />minimum distance is 350’ from the intersection with Lake Elmo Avenue. <br />o “As discussed via email with Planning Director Molly Just on January 22, 2021, the <br />Applicant requests a minor reduction in the minimum 350-foot distance from the site <br />access to the intersection with Lake Elmo Ave. Based on the City Engineer’s <br />comments, we understand this measurement to be from “the west paved shoulder”. <br />From this point, mandating a minimum distance of 350 feet would require the access <br />drive be built within the wetland buffer. Our conversations with Valley Branch <br />Watershed District (VBWD) to date, indicate such impacts would not be approved, <br />providing the Project with no viable access point. Per these review comments, we <br />have redesigned our access point to provide approximately 313 feet from the west <br />paved shoulder of Lake Elmo Ave N to the centerline of our proposed access. We <br />strongly feel this is the maximum distance we can provide in order to have a viable <br />access point. This proposal for revised access point is shown on the revised Site Plan <br />provided as Appendix B (as well as on the certified ALTA/NSPS Land Title Survey <br />provided as Appendix A). The proposed grading for the revised access driveway <br />design is provide as Appendix C.” <br />Driveway: Any portion of the proposed driveway located within the right-of-way must be <br />paved. <br />o “All portions of the prosed access drive located within the public right of- way shall <br />be paved. This change has been reflected in Appendix B.” <br />Site Plan Approval: Prior to the start of any construction, Civil Site Construction Plans must <br />be prepared and submitted for City review and approval. The site plan must submit all of the <br />required detail, including a wetland delineation and the wetland buffers. The site plan must <br />also show the proposed power poles located at least 55’ from the centerline of 50th Street N. <br />o “Acknowledged. Civil Site Construction Plans meeting the requirements of this <br />review comment will be submitted by the Applicant prior to the start of any <br />construction and/or prior to the issuance of City Permits for the project.” <br />Stormwater Management: A stormwater management plan meeting all State, Watershed <br />District and City rules is required and a permit must be obtained from the Valley Branch <br />Watershed District. <br />o “Acknowledged. A Stormwater Management Plan meeting the City and VBWD rules, <br />prepared and signed by a registered professional engineer in the State of Minnesota <br />will be provided prior to issuance of City permits for the project as discussed with <br />Planning Director Molly Just on January 22, 2021 via email.” <br />On February 28, 2022, the City Engineer reviewed the updated plans dated February 22, 2022 <br />and provided the following comments: “The existing conditions information appears to be <br />completed. No further engineering review can proceed until engineered documents and a <br />stormwater management plan meeting VBWD requirements is submitted for review.” <br />Fire Department Review.
