City Council Meeting <br />March 21, 2023 Page 5 <br /> <br /> <br />Development Standards for Two-Family Dwellings – <br />The development meets the requirements of City Code Sec. 105.12.820(a)(3), standards for single- <br />family attached dwellings, given the following. <br />a. All primary entrances are located on a façade facing a public street. <br />b. Outlot A ensures at least 300 square feet of open space per dwelling unit at a ratio of <br />approximately 2,650 square feet per unit. <br />c. District setbacks will be met through approval of the proposed PUD. <br /> <br />Architecture. City Code Section 105.12.840 requires design review against standards in the <br />Lake Elmo Design Standards Manual. The proposed housing types are provided in the packet <br />and include elevations and floor plans. Staff review of conformance is below: <br /> <br />Site Design <br />• Building placement – Buildings are oriented perpendicular to the street, with entrances <br />oriented towards the street. <br />• Streetscape – Concrete sidewalks are provided through the Cul-de-sac. Overstory tree <br />plantings are provided along the street with shrubs and other landscaping surrounding the <br />community Pickel Ball court amenity. <br />• Landscaping – Overstory trees will line both sides of the public right of way with <br />additional tree plantings proposed behind residential buildings and bordering the abutting <br />properties help blend the site in with surrounding development. <br />• Parking – While no shared parking areas are provided, each unit would have enough <br />structured parking for 2 vehicles, with the ability to park an additional 2 on the <br />corresponding driveway. Parking will be screened from both 39th St. and Stillwater Blvd. <br /> <br />Building Design <br />• Form and Façade – Buildings are proposed with architecture consistent throughout the <br />site, and the surrounding areas. Facades are articulated with little blank wall space. In the <br />Developer’s resubmitted plans, greater architecture variability is provided to contrast the <br />different units. <br />• Building Materials – Materials and finishes are generally of quality with colors consistent <br />with a requirement for earth or muted tones. <br />• Mass and Scale – Individually, buildings are smaller in terms of height and mass than <br />surrounding development. <br />• Roof Design, Entries, Lighting – features proposed are of consistent with City standards <br />for this type of construction and site layout.
