This chapter does not imply that areas within or outside of the CCWMO will be free from <br />water related damages. This chapter does not create liability on the part of the county or its officers or <br />employees for water related damage that may result from reliance on this chapter or any administrative <br />decisions made under it. <br />(B)Interpretation. In their interpretation and application, the provisions of this chapter shall be held to be <br />minimum requirements and shall be liberally construed in favor of the governing body and shall not be <br />deemed a limitation or repeal of any other powers granted by state statutes. <br />(C)Supremacy. This chapter is not intended to abrogate any easements, restrictions, or covenants, relating <br />to the use of land or imposed on lands within the community by private declaration or agreement, but
