Chapter 153 Water Resource Management Adopted 6/28/2022 <br /> Page 28 of 34 <br />(c)in the same major watershed as the affected floodplain. <br />(5)Meeting the requirements of this section does not constitute compliance with an existing DNR - <br />approved local floodplain ordinance. <br />§ 153.62 TOPSOIL MANAGEMENT STANDARDS. <br />(A)Requirement. A minimum of 6 inches of topsoil must be provided in all green space areas of the project. <br />Topsoil shall meet one of the topsoil standards described in §153.62(B) below. When available onsite, <br />topsoil shall be managed to protect and/or restore soil permeability to non-compacted soil conditions <br />following construction. <br />(B)Topsoil Standards. <br />(1)Carver County Topsoil Standard <br />Table 2. For linear reconstruction projects and sites that have not been previously <br />graded, a site-specific topsoil standard can be developed using one of the methods described <br />below. <br />(a)Soil Survey Data. A site-specific topsoil standard can be developed using information on <br />physical soil properties from the Natural Resource Conservation Service’s Web Soil Survey <br />for Carver County. The proposed site-specific standard must be submitted prior to permit <br />approval. <br />(b)Onsite Testing. A site-specific topsoil standard may be developed using onsite sampling <br />results. Sample results and the proposed site-specific standard must be submitted prior to <br />permit approval. <br />(i)Non-linear Projects. One (1) sample shall be collected of the top 12 inches of soil from each <br />soil map unit within the disturbed area of the project. Alternatively, a minimum of (2) <br />samples can be collected per 5 acres disturbed, from locations that characterize the site <br />overall or from which topsoil will be stripped and stockpiled.
