8 <br />panels, the inverter and switchgear pads, and the temporary staging area, along with portions <br />of the access road and underground medium voltage electrical line. <br />ACCESS ROAD <br />One (16) foot gravel service road will be constructed using appropriate gravel and asphalt <br />material to allow for vehicular access to the solar facility. <br />PARKING <br />No permanent parking spaces are proposed, however, temporary parking during construction <br />will occur on-site only. <br />GROUND DISTURBANCE <br />There will be minor ground disturbance across the Site to drive the support piles and to bury the <br />necessary electrical wiring. Power and communication lines running between banks of solar <br />energy panels and the Project’s interconnection to the distribution system shall be buried <br />underground to the greatest extent possible, as shown on the Site Plan. Best efforts will be taken <br />to minimize the earthwork required for the construction of the concrete pads for the inverters and <br />switchgear. As shown on the Site Plan, the Project area includes room for a temporary staging <br />area at the end of the Project’s access road. All appropriate measures will be taken during <br />construction and operation to install and maintain necessary stormwater and sediment erosion <br />control measures, as discussed in greater detail below. <br />SETBACKS <br />The Project mets or exceeds the Code’s setback requirement of at least 50 feet from adjacent <br />properties (Section 154.308.A.2) and the RR zones bulk requirements (Section 154.402). The <br />Project further observes the 60-foot right-of-ways from the centerline of both Lake Elmo Ave and <br />50th Ave N. The most strict required setbacks are illustrated on the Site Plan. <br />LANDSCAPE SCREENING <br />A majority of the views from adjacent properties are non-residential, primarily agricultural, or are <br />currently blocked by mature vegetation (to remain on-site). Per feedback received by Mr. Ben <br />Prchal, former City Planner, landscape screening is proposed between the Project and the <br />residence located to the south to block residential views of the solar facility. A Landscape Plan <br />is included as Appendix D.
