2 <br />“Site Access” <br />•“One new access is proposed to the site from 50th Street North. No <br />site access is shown from Lake Elmo Avenue. Access to Lake Elmo <br />Avenue should be prohibited as presented.” <br />No changes proposed – our application maintains one new access <br />from 50th Street North. <br />•“The site access along 50th Street North must be relocated to be as <br />far west as possible, and no closer than 350 feet from the Lake Elmo <br />Avenue intersection (as measured from the west paved shoulder). <br />The driveway relocation is required to minimize future conflicts with <br />the construction of a future right and left turn lane along 50th Street <br />North. The future turn lanes will be required to meet State Aid design <br />standards when constructed along 50th Street North (Municipal <br />State Aid Route) for the City to be able to use State Aid funding for <br />the turn lane construction.” <br />As discussed via email with Planning Director Molly Just on January <br />22, 2021, the Applicant requests a minor reduction in the minimum <br />350-foot distance from the site access to the intersection with Lake <br />Elmo Ave. Based on the City Engineer’s comments, we understand <br />this measurement to be from “the west paved shoulder”. From this <br />point, mandating a minimum distance of 350 feet would require the <br />access drive be built within the wetland buffer. Our conversations <br />with Valley Branch Watershed District (VBWD) to date, indicate such <br />impacts would not be approved, providing the Project with no viable <br />access point. Per these review comments, we have redesigned our <br />access point to provide approximately 313 feet from the west paved <br />shoulder of Lake Elmo Ave N to the centerline of our proposed <br />access. We strongly feel this is the maximum distance we can <br />provide in order to have a viable access point. This proposal for <br />revised access point is shown on the revised Site Plan provided as <br />Appendix B (as well as on the certified ALTA/NSPS Land Title <br />Survey provided as Appendix A). The proposed grading for the <br />revised access driveway design is provide as Appendix C. <br />•“One 16‐foot wide (16) gravel service road is proposed. Per City <br />ordinance, all portions of the driveway to be located within the public <br />right‐of‐way must be paved.” <br />All portions of the prosed access drive located within the public right- <br />of-way shall be paved. This change has been reflected in Appendix <br />B.
