STAFF REPORT <br />DATE: April 4, 2023 <br /> REGULAR <br /> <br /> <br />AGENDA ITEM: 2023 Goal Setting Report and 2023-2024 Work Plan <br />SUBMITTED BY: Kristina Handt, City Administrator <br /> <br />BACKGROUND: <br />Council and Department Heads held a work session on January 24, 2023 to develop the 2023-2024 work <br />plan. The discussion was facilitated by Phil Kern and included an environmental scan of the city to identify <br />strengths, weakness, opportunities, challenges and trends. This led to the development of a list of goals <br />for 2023-2024 that were voted on by council and staff. <br /> <br />Council then held further discussion on the 2023-2024 goals at the March work session. <br /> <br />ISSUE BEFORE COUNCIL: <br />What goals should council adopt in the 2023-2024 work plan? <br /> <br />PROPOSAL: <br />The five goals that seemed to be agreed to at the March work session were: <br />A. Move into and become fully-functional in City Center (including Washington County <br />Sheriff’s Department) <br />B. Adopt a 10 year Capital Improvement Plan for all Departments by December 2023 <br />C. Improve all department dashboards to highlight key metrics and utilize a standard template <br />(1 page) by Quarter 1 2023 reporting <br />D. Prepare and Present a Pavement Management Plan to City Council by July 2023 <br />E. Increase Commission Participation, Recruitment and Staffing as follows: <br />a. Lake Elmo Commissions (Parks, Planning, EDA) will be fully staffed with public <br />representatives by December 31, 2023 <br />b. Vacant positions on a Lake Elmo Commission will be filled within 3 months of <br />vacancy by December 31, 2024 and after that Lake Elmo Commissions will have <br />a waiting list of constituents interested in joining the commission, and vacancies <br />will be filled from the waiting list <br /> <br />Included in your packet is a resolution to adopt these five goals for the 2023-2024 period. As noted, the <br />goals are not listed in priority order since no votes were taken on these as had been done at the January <br />meeting. The goals are written to more closely align with the SMART format- specific, measurable, <br />attainable, relevant, and time-bound. Each goal as a date tied to it with the exception of moving into city <br />hall and becoming fully functional. <br /> <br />FISCAL IMPACT: <br />TBD <br /> <br />OPTIONS: <br />1) Adopt Resolution 2023-035 <br />2) Amend and then Adopt Resolution 2023-035 <br />3) Do not adopt goals for 2023-24
