25. Notices. Governin& Law and Construction . This Open Space Easement shall be <br />governed by the laws of the Minnesota. Nothing contained in this Open Space Easement <br />shall be construed to allow any use or development of the Protected Land in a manner which <br />is not in compliance with the City's Development Regulations or to a llow the u se or <br />development of the Protected Land without obtaining all permits required by the City's <br />DevelopmentRegulations. Where incons istencies occur between the prov isions of state law, <br />city regulations, or the terms of this Open Space Easement, the most restrictive regulation <br />shall apply. <br />27. Entire A&reement. This Open Space Easement sets forth the entire <br />agreement of the parties and supersedes all prior discussions . <br />28. Amendment. The parties may amend this Open Space E asement provided <br />that such amendment shall not impair or threaten the Conservation Values of the Protected <br />Land and shall not affect the perpetual duration of this Open Space Easement. <br />29. Bindin& Effect. The covenants, terms, conditions, and restrictions of this <br />Open Space Easement shall bind and inure to the benefit of the parties, their personal <br />representatives, heirs, successors, assigns, and all others who exercise any right by or <br />through them and shall run in perpetuity with the Protected Land. <br />8
