Requested opinions about GOB payoff <br />•Mary Kay Olson (Cooperative Energy Futures) <br />•Thu, Oct 9, 3:02 PM (4 days ago) <br />Hi Tony, <br />•I'm not sure whether we can help with this (Bruce can of course weigh in) as it sounds like you are wanting to build an array and sell the power to Xcel. If to, that would not be community solar which is what we do, and Xcel would likely pay you a lower utility scale rate as part of a power purchase agreement (PPA) you would enter into with them. If you went this route and the city was the sole beneficiary, you wouldn't need to get the GO bonds obligation released because the project would be owned, developed, and for the benefit of a public entity. <br />• <br />•If you wanted it to be community solar, then the city could subscribe just like anyone else and receive benefits on its own electricity consumption bill while paying CEF less for that value - that would be the savings. We could develop such a garden for low- to moderate-income folks. I am thinking that the lease revenue we would pay the city is what they would factor into the finance picture of issuing any local bonds. Asking for state funds to pay off the GO bond is only necessary for a community solar garden project. <br />•I hope this helps.
