Since that time, and in the performance of additional due diligence, the Developer <br />identified issues with the soils on the property that would preclude installing a community septic <br />system to serve the proposed lots. <br /> <br />The Applicant, Rachel Development, then initiated a Comprehensive Plan Amendment to bring <br />the subject property into the MUSA area with the establishment of a new future land use category <br />mirroring certain aspects of the OP PUD ordinance. With the Application, the City engineering <br />department initiated a sewer study to evaluate the downstream sewer capacity of the City’s, and <br />more importantly, the Met Council’s system. <br /> <br />The City Engineering sewer capacity study has not yet concluded and it is not clear whether there <br />will be sewer capacity for the project. To allow for more time for the City and Met Council staff <br />to evaluate system capacity, the Applicant has requested a 90-day extension from the 10/25/2025 <br />deadline for a decision. The Applicant has provided development concepts of a rural development <br />for consideration as alternatives if a publicly served project is not feasible. <br /> <br />This item is intended to be an update on the status of the Highpointe Crossing Comprehensive Plan <br />Amendment Request. <br /> <br />ISSUE BEFORE CITY COUNCIL: <br />This item is a status update and opportunity for discussion on the project with the Applicant. <br /> <br />GENERAL INFORMATION: <br />Applicant: Rachel Development, 4180 Napier Court, NE, St. Michael, MN 55376 <br />Property Owner: Allan Eberhard, Caroline M.
