While it appeared that our latest plan might gain approval, we recently learned of a Metropolitan <br />Council sanitary sewer constraint that could affect our proposed Comprehensive Plan Amendment. This <br />letter summarizes the status of the 65-lot Sanitary Sewer Plan (OP-LDR) and outlines two rural <br />development optfons for Council consideratfon. <br />Status of 65-Lot – Sanitary Sewer Plan <br />We understand from City staff that there is currently a capacity constraint in the Metropolitan <br />Council sanitary sewer system. In the short term (within the next 2–3 years, though the exact <br />tfmeframe is uncertain), capacity may be limited in the area served by the newly completed <br />“Lake Elmo West Connectfon” (Project 808687), which connects the City to the MCES system in <br />the southwest portfon of Lake Elmo. <br />Although capacity remains for ongoing development, it is possible that additfonal projects could <br />soon face limitatfons within the City’s existfng MUSA area. Our first homes would not likely be <br />occupied untfl 2027, with approximately half of the homes (30 units) completed sometfme in <br />2029. We respectiully request that the City and Metropolitan Council consider allowing us to <br />proceed with the 65-lot plan, with the understanding that additfonal capacity improvements are <br />likely to be implemented within this tfmeframe. <br />If approval of the sewered plan is not feasible at this tfme, we will withdraw our Comprehensive <br />Plan applicatfon and request directfon on pursuing a rural subdivision alternatfve. Two rural <br />optfons are described on the following pages. <br />
