During the concept plan review, staff identified the need <br />for a mandatory Environmental Assessment Worksheet as the total number of residential units <br />met applicable thresholds in Minnesota State Statute 4410.4300, subpart 19 for residential projects. <br />In Spring of 2025, Maplewood Development, Inc., submitted an Environmental Assessment <br />Worksheet document with accompanying information to the City of Lake Elmo. The City’s staff <br />reviewed and found that submittal to be incomplete. A complete submittal was provided to the <br />City on August 12, 2025. The complete Limerick Village EAW document was posted in the <br />Minnesota EQB Monitor on August 26, 2025. The EAW was sent to applicable government <br />agencies for comment and a public comment notice was also posted on the City’s website and <br />official newspaper. The Comment period closed on September 25, 2025. <br />The last step in the process is for the City to make a declaration on the need for further review (an <br />Environmental Impact Statement or EIS). After reviewing the documentation and comments <br />provided, staff recommend a negative declaration on the need for an EIS. <br />ISSUE BEFORE COUNCIL: <br />The City Council is being asked to approve a negative declaration on the need for an <br />Environmental Impact Statement for the Limerick Village Development Project.
