All comments received during the EAW comment <br />period were considered in determining the potential for significant environmental impacts. <br />Comments received during the comment period are provided in Appendix B. <br />III. FINDINGS OF FACT <br />A. Project Description <br />The project includes the construction of single family, townhomes, apartments and senior living <br />units as part of a new development in Lake Elmo, Minnesota. The project aims to incorporate a <br />mix of different housing options into one development. A variety of different housing options is <br />considered to be a benefit to the City of Lake Elmo and is consistent with the vision of the City’s <br />Adopted 2040 Comprehensive Plan. The proposed project would construct the following <br />housing units: <br />67 single family lots - unattached <br />221 townhome units - attached <br />271 apartment units - attached <br />120 senior living units - attached <br />The development property comprises 79.4 acres of land for the housing units, stormwater <br />treatment ponds, a public park, and open space. The development will be served by a <br />stormwater reuse system which uses stormwater collected in the 7.38 acre central stormwater <br />pond to irrigate landscaping throughout the development. As proposed, the development would <br />also dedicate an 8 acre public park as a central feature of the development. Appendix A to the <br />EAW document provides location information, a proposed development layout, and other data <br />for the property. <br />New public roadways will be constructed to provide access to the development from Manning <br />Avenue North and the future 5th Street North corridor. A system of sidewalks and trails will be <br />built throughout the development to address City and regional priorities for multimodal <br />circulation. The land is currently used for row crop agriculture. Limited tree removals will occur <br />with very few trees on the existing property. Many additional trees will be planted as <br />development occurs on the property to conform with City policies for new development. An <br />existing farmstead including a single-family home and associated accessory structures will be <br />removed. All of the proposed work will require grading and earthwork, which can be <br />accomplished with standard construction equipment. The site will be mass graded to provide <br />the lots and roadway alignments, and the site will be leveled to provide buildable conditions. <br />Infrastructure for water, sewer, electrical and natural gas as well as stormwater management <br />will be constructed in conjunction with the grading to provide a site suitable for the planned <br />development. <br />In conjunction with required approvals of a preliminary plat, construction efforts in 2026 may be <br />to begin mass grading and prepare the site for development.
