An EIS is not <br />necessary for regional purposes. <br /> <br />5 Metropolitan <br />Council <br />Given the current transit investments and the lower residential <br />density that exists in this area now, this EAW for a proposed <br />mixed-use development consisting of 67 single-family homes, <br />221 townhomes, 271 apartments and a 120-unit senior <br />living/assisted living center, will likely have a marginal impact on <br />the existing transit network and should not expect additional <br />expansion of the fixed-route transit network. <br /> <br />Comment noted. <br />6 Metropolitan <br />Council <br />The EAW describes a mixed-use development consisting of 67 <br />single-family homes, 221 townhomes, 271 apartments, and a <br />senior living / assisted living center with 120 units. Lake Elmo <br />had 5,410 households in 2024 (annual estimate). The subject <br />development, along with other known developments (Inwood, <br />Bridgewater Village, etc.), will advance Lake Elmo toward the <br />2030 households forecast level approved in the City’s 2040 <br />comprehensive plan: 6,670 households. The EAW notes that <br />"Water appropriation increases in Lake Elmo are limited by the <br />WBL court order, Lake Elmo is subject to WBL court order <br />appropriation requirements." (p. 19) During regional plan <br />preparation in 2024, Council staff have noted that the permitted <br />levels of local groundwater supply remain an is sue between Lake <br />Elmo and Minnesota DNR. The EAW does not directly state <br />whether the addition of 679 residential customers will exceed <br />Minnesota DNR well permit authorizations. <br /> <br />Comment noted. <br />7 Metropolitan <br />Council <br />The discussion of anticipated climate trends is appropriate to <br />the scale and scope of the project. The project proposer should <br />consider additional adaptations like using native plantings for <br />Comment noted.
