Page 8

Comment
Number
Agency /
Commenter Comment Response
should commit to implementing the identified mitigation
measures.

11 Metropolitan
Council
The EAW states that there are limited options available for non -
motorized transportation today. This is true, however the EAW
should acknowledge that Manning Avenue is designated as a
Tier 2 Regional Bicycle Transportation Network (RBTN)
Alignment and should ensure that right-of-way (ROW) is
maintained for a future trail facility or coordinate with
Washington County and the City of Lake Elmo to install a facility
with this project. The developer should also ensure that non -
motorized facilities are provided throughout the development to
be able to be connected to future non-motorized transportation
system, as it becomes available.

Comment Noted. City review comments have required that road
separated, non-motorized, trail corridors be provided along
Manning Avenue, 5th Street North, and Hudson Avenue North.
Adequate right of way and internal connectivity will also be
required to ensure connectivity with the City's planned non-
motorized transportation system.
