A “preapproved phasing plan” is defined as a phased <br />construction plan that has been submitted by the Developer and approved by the <br />City in advance of the preconstruction meeting for the Subdivision. Once the <br />construction has started, the City will not consider revisions to the phasing plan for <br />the purpose of issuing building permits. <br />B. The City may issue up to a total of five (5) building permits, within the same attached <br />townhome building, for a “Model Home” if authorized by the City Community <br />Development Director before the completion of the Subdivision Improvements <br />described in paragraph 26 (A) above, however, the Model Home Lot (as hereinafter <br />defined) shall have the following in place before the City will allow construction of <br />the Model Home to proceed: <br />1. Adequate safe public access for emergency services and contractors, including <br />a paved bituminous road to the building pad for the Model Home that is sufficient <br />to allow construction to proceed; <br />2. A grading as-built plan approved by the City for the lot identified (the “Model <br />Home Lot”) to include the Model Home and all downstream drainage facilities; <br />3. All storm water drainage facilities that include and are downstream from the <br />Model Home Lot are in place, meet the approved project plans, and are verified <br />by the City; and <br />4. The Developer shall install adequate parking for, and install, verify, and test <br />sanitary sewer and municipal water service to the Model Home Lot to the <br />satisfaction of the City. <br />C. The City will not issue a certificate of occupancy for any Model Home until all <br />conditions and improvements identified in paragraph 26 (A) above have been <br />completed and accepted by the City.
