CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />AUGUST 14, 2025 <br />CALL TO ORDER <br />Mayor Cadenhead called the meeting to order at 6:30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Nick Dragisich, Matt Hirn, Jeff Holtz and Nick <br />Kragness. <br />Staff present: City Administrator Miller, Community Development Director Stopa, City Engineer <br />Stanley, City Engineer Griffin, Public Works Director Powers, Fire Chief Kalis, Finance Director <br />Hadler and City Clerk Johnson. <br />2026 Budget <br />Finance Director Hadler presented the total levy, tax rate, expenditures, revenues and utility <br />funds. Next steps in the budget process were also noted. <br />Discussion was held regarding the amount of the proposed increase in the budget and levy, with <br />additional discussion on opportunities to decrease the levy. Consensus was reached to continue <br />discussion at the September workshop. <br />2026-2035 Capital Improvement Program <br />Councilmember Hirn requested discussion on the potential for reducing costs in the CIP. <br />Discussion regarding street projects and parks CIP items was held along with a review of the <br />Council’s goals to identify opportunities for cost savings. <br />Strategic Financial Management Plan <br />Councilmembers and staff discussed each of the goals listed in the Strategic Plan and related <br />costs for each goal. Areas for cost savings were identified by staff and will be implemented. <br />Discussion was held regarding staffing costs and using fund balance for one time expenditures. <br />City Center Wall Art <br />City Administrator Miller asked for input on options for wall art at the City Center building and <br />noted suggestions for various art pieces were provided in the meeting packet. Councilmembers <br />expressed interest in using local artists and historical images in a plan for implementation next <br />year. <br />Meeting adjourned at 9:30 p.m.
