CITY OF LAKE ELMO <br />NOTICE OF HEARING ON PROPOSED ASSESSMENT <br />2025 STREET AND UTILITY IMPROVEMENTS <br /> <br />Notice is hereby given that the City Council of Lake Elmo will conduct a public hearing on <br />Tuesday October 21, 2025 at, or approximately after, 7:00 P.M. at Lake Elmo City Hall to <br />consider, and possibly adopt, the proposed assessment against abutting properties for the 2025 <br />Street and Utility Improvements. Adoption by the Council of the proposed assessment may occur <br />at the hearing. The following describes the proposed improvements and area(s) to be assessed: <br /> <br />Street and drainage improvements along the public streets within the Irish Court, Teal Pass <br />Estates, Judith Mary Manor, Rolling Hills Estates, Lake Elmo Vista, and Prairie Hamlet <br />neighborhoods, including the reclamation of the street with new bituminous pavement and <br />new concrete curb and gutter. As part of the street improvements the project incorporated <br />partial storm sewer repair and restoration of the existing street drainage system. The project <br />includes approximately 8,000 feet (1.5 miles) of public streets including the following <br />segments: <br /> <br />Irish Court Neighborhood: <br />• Irish Court North, from Lake Jane Trail to south end cul-de-sac. <br /> <br />Teal Pass Estates Neighborhood: <br />• Jasper Avenue North, from Jane Road to the north cul-de-sac. <br />• 49th Street North, from Jasper Avenue to Jerome Avenue. <br />• Jerome Avenue North, from 49th Street to the east cul-de-sac. <br /> <br />55th Street / 57th Street / Julep Way Neighborhood: <br />• 55th Street North, from 57th Street to the north cul-de-sac (Judith Mary Manor). <br />• 57th Street North, from 55th Street to Julep Way (Rolling Hills Estates). <br />• Julep Way North, from 57th Street to the south cul-de-sac (Lake Elmo Vista). <br /> <br />Lake Elmo Vista (55th Street): <br />• 55th Street North, from Keats Avenue to the west cul-de-sac. <br /> <br />Prairie Hamlet Neighborhood: <br />• 59th Street Court North, from Keats Avenue to the west loop. <br /> <br />You may at any time prior to certification of the assessment to the county auditor on November <br />21, 2025, pay the entire assessment on such property to the City Clerk with interest accrued to the <br />date of payment. No interest shall be charged if the entire assessment is paid to the City Clerk <br />prior to November 20, 2025. You may at any time thereafter, pay to the City Clerk the entire <br />amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in <br />which such payment is made. Such payment must be made before November 21 (for the <br />assessment to be certified to County Auditor) or interest will be charged through December 31 of <br />the succeeding year. If you decide not to prepay the assessment before the date given above the <br />rate of interest that will apply is 5.50 percent per year. <br /> <br />Once assessments are certified to the County, the assessments are payable in equal annual <br />installments extending over a period of 15 years for street and drainage improvements, the first of <br />the installments to be payable on or before the first Monday in January 2026 and will bear interest
