The best proposal as <br />decided by the reviewing body (the RFP Reviewing Committee) was selected as Tap & Ladder/Machete and is <br />being recommended to City Council -- the second and third choices have be determined as alternates. Tap & <br />Ladder/Machete won the majority vote for first place and subsequently a motion was passed unanimously (10- <br />0) to recommend the proposal to City Council. <br />RFP Timeline: <br />• Phase I Environmental Assessment has been completed <br />• Phase II is underway with an estimated completion date this fall. At which point the City will know <br />if a Required Action Plan (RAP) is required. <br />• RFP issued June 17, 2025 <br />• Formal Inquiry period ended July 17, 2025, and responses were issued with an addendum on July <br />24, 2025. <br />• Submittals were due August 14, 2025. <br />o The City received nine submissions <br />• Scorecards were due the first week of September 2025. Staff used scores to determine the top three <br />applicants based on average score and quantity of score cards in the top three. <br />• The three finalists were notified on September 5, 2025. <br />• A SPC EDA meeting was held on September 17, 2025, to discuss and interview the top three <br />proposals and make a final recommendation to City Council. <br />• The RFP Reviewing Committee voted to recommend “Proposal A” – Tap & Ladder and Machete <br /> <br />DETAILS: <br />To learn more about the Reviewing Committee’s recommendation, it is recommended that the City Council <br />view the Special EDA Meeting broadcast from September 17, 2025. <br />The summary below is an excerpt from the proposers' original proposal.
