STAFF REPORT <br />DATE:November 5, 2025 <br />CONSENT <br />TO: Mayor and Councilmembers <br />FROM: City Clerk Julie Johnson <br />AGENDA ITEM: Approve Charitable Gambling Permit for Woodbury Athletic <br />Association <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br />BACKGROUND: Woodbury Athletic Association has applied for a premises permit to conduct lawful <br />gambling at the ParT Barn (formerly Machine Shed) restaurant, bar and indoor golf venue in Lake Elmo. <br />The Woodbury Athletic Association (WAA) uses charitable gambling proceeds to promote access, equity <br />and excellence in youth sports. After fulfilling all legal and operational obligations, 100% of the <br />remaining funds are invested to strengthen WAA operations and athletic opportunities, including but not <br />limited to scholarships, equipment purchases, and field/facility improvements. <br />In order for the application to be considered by the Gambling Control Board, the City must pass a <br />Resolution approving the application. The Gambling Control Board will then review the application and <br />supporting materials and approve or deny the application. <br />ISSUE BEFORE COUNCIL: Should the Council approve the application for WAA to operate charitable <br />gambling in the form of pull tabs at the ParT Barn? <br />PROPOSAL DETAILS/ANALYSIS: Pull tab sales benefit the City in the form of a yearly donation as <br />outlined in the City’s ordinance, and the establishment hosting the pull tab booth benefits from the <br />customers drawn in to participate in the activity. <br />FISCAL IMPACT: The City will receive an annual donation of 10% of the profits from the charitable <br />gambling. <br />OPTIONS: Approve or deny the application. <br />RECOMMENDATION: <br />Motion to approve the charitable gambling permit for Woodbury Athletic Association. <br />ATTACHMENTS: <br />Application and Resolution 2025-073
