Creating a <br />plan to develop the City owned 180-acres was an action item listed in the Economic Development <br />Authority’s 2025 workplan. <br />ULI Minnesota provided a Technical Assistance Panel with the City of Lake Elmo from October 22-24, <br />2025, that was focused on providing input and direction for the city-owned 180 acres located at 34th St N <br />and Ideal Avenue. Stakeholder meetings/interviews were conducted by the panel and were held on October <br />23 at City Hall. <br />Expert panelists included: <br />•John Slack, Perkins and Will <br />•Mark Hogue, North Oaks Development <br />•Tom Strohm, Likewise Partners <br />•Taylor Smrikarova, most recently of Redesign Inc <br />•Haila Maze, Bolton and Menk <br />•Mitchell Cookas, ISG <br />•Tammy Omdal, Northland Securities <br />Analysis & Discussion <br />Members from the panel are presenting their analysis and perspectives on the project at the City Council <br />meeting on 11/18/2025. Their input is intended to provide additional insight and guidance to assist in <br />evaluating potential approaches to developing the land. The information presented should be considered <br />advisory. <br />Next steps <br />Following the presentation, the City Council should discuss the information provided and direct staff to <br />bring this item back for further discussion and direction and a future workshop.
