4 | Page <br />Taxes & Other Revenues <br /> <br />The General Fund is funded largely by Property Taxes, with 71% of revenues coming from <br />that source. 19 percent of revenues come from Licenses & Permits and Charges for <br />Services, which are largely development-related. Another 5% comes from interest <br />earnings, fines, and grants. For 2026, we are budgeting for a Use of Fund Balance, as well <br />as the sale of the Old Fire Hall. <br />Excluding the sale of the fire hall, non-tax revenues for 2026 are anticipated to remain <br />largely consistent with the 2025 Budget. In 2025, actual revenues are expected to exceed <br />initial projections, largely due to the two school building projects. Historically, revenues in <br />this category surpassed $1 million in 2020 and 2021. However, shifts in the housing market <br />towards more multifamily units have led to lower residential revenues compared to the <br />previous single-family boom. Currently, we project approximately 200 to 250 new homes, <br />with a larger share being townhomes, which typically generate lower permit fees. <br />Because non-tax revenues are not keeping up with the increased expenses, that difference <br />is being made up with taxes and use of fund balance. There is a planned 12.7% increase in <br />total taxes to support rising operational costs compared to the previous year and an <br />allocation of $275,000 from Fund Balance will fund several special projects. Our Fund <br />Balance Policy targets 50-60% of the following year’s operating budget.
