The final plat was approved in August of 2023. The Development <br />Agreement was approved in August of 2024. <br />ISSUE BEFORE CITY COUNCIL: <br />Should the City approve the first amendment to the Development Agreement for Prairie Sky Twinhomes <br />in order to allow the issuance of building permits prior to sidewalk installation? <br />PROPOSAL ANALYSIS: <br />The Developer is asking that the Development Agreement for Prairie Sky Twinhomes to be amended to <br />allow the issuance of building permits prior to the construction of sidewalks. This request is consistent with <br />other recent project Development Agreements, such as At Home Apartments and Northstar. <br />FISCAL IMPACT: <br />N/A <br />OPTIONS: <br />1)Approve the first amendment to the Development Agreement Amendment for Prairie Sky <br />Twinhomes <br />2)Deny the first amendment to the Development Agreement Amendment for Prairie Sky <br />Twinhomes <br />3)Change the proposed first amendment to the Development Agreement for Prairie Sky <br />Twinhomes to say something different than what is being proposed. <br />RECOMMENDATION: Staff recommends that the City Council approve the request as part of the <br />consent agenda. If removed from the consent agenda, staff recommends the following motion: <br />“Motion to approve Resolution 2025-079 approving the first amendment to the development agreement <br />for Prairie Sky Twinhomes.”
