STAFF REPORT <br />DATE:12/16/2025 <br />Regular <br />TO: CITY COUNCIL <br />FROM: Interim Public Works Director – Adam Swanepoel <br />AGENDA ITEM: Park Use Policy <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☒ Managed Growth ☐ Resilient Infrastructure <br />BACKGROUND: <br />City staff met with the Parks Commission on two separate occasions to conduct a review of the Park Use <br />Policy. These discussions focused primarily on improving and clarifying the procedures related to the <br />rental of City assets, including athletic courts, ballfields, and park shelters. Staff and Commissioners <br />discussed current usage charge, identified areas where the policy could be more transparent or user- <br />friendly, and discussed potential updates to ensure consistency, fairness, and efficient management of <br />these community amenities. The feedback provided during these meetings provided revisions intended to <br />enhance public access for all while still supporting organized activities. <br />ISSUE BEFORE CITY COUNCIL: <br />Would City Council like to accept the proposed changes to the Park Use Policy? <br />PROPOSAL DETAILS/ANALYSIS: <br />The current Park Use Policy includes the rental and use of City fields, courts, and shelters. Rental fees vary <br />based on the type of facility reserved and whether the applicant is a resident or non-resident. All required <br />deposits are fully refundable, provided that the facility is properly cleaned after the event and no damage <br />has occurred. <br />Ball Fields $50/day $500 per season. *Refundable <br />Shelter $50/day $100/day non-resident *Refundable <br />Lions Park Shelter $25/day $75 non-resident $500 per season in conjunction with fields. *Refundable <br />Courts $50/day $500 per season. *Refundable
