What is a Capital Improvement Program? <br />•A CIP is a multi-year capital expenditure plan for a City’s <br />infrastructure (streets, parks, and utility systems), vehicles, <br />equipment, and public buildings. <br />•In 2024 Lake Elmo moved from a 5-year CIP to a 10-year CIP. <br />We’re getting a better picture of our long-term needs. <br />•The MN Land Planning Act requires the implementation plan <br />portion of the Comprehensive Plan include a CIP for major <br />infrastructure needs for a five-year period. <br />Lake Elmo’s CIP includes capital projects that cost at least <br />$25,000 and have a useful life span of five years or longer. <br />(working on revising that in the near future)
