Changes need to be made to comply with <br />MN Paid Leave and other recommended changes from the Administrative Services Director as well as <br />from the Employee Engagement Committee (EEC). <br />ISSUE BEFORE COUNCIL: <br />Consideration of the recommended changes to the personnel policies to be officially brought for approval <br />to the December 16, 2025 City Council meeting. <br />PROPOSAL DETAILS/ANALYSIS: <br />Consistent with best practices in human resources, recommendations from the League of MN Cities, <br />maintaining compliance with Federal and State employment laws, and with input from the Employee <br />Engagement Committee, the Administration department is recommending the following changes to the City <br />of Lake Elmo Personnel Policies: <br />The following policies were amended: <br />#130 Code of Conduct- Addition of “honesty” and “influence” language <br />#135 Citywide Work Rules- Addition of language for appearance <br />#170 Employee Type & Condition- Clarifying language for probationary period and ESST <br />language <br />#185 Hours of Work- Addition of language on City Hall Summer Hours <br />#227 Minnesota Paid Leave (MNPL)- Addition of the policy to comply with state law <br />#235 Vacation Leave- Defining accrual rate language for part-time employees to coincide <br />with capabilities available in the new financial software <br />#236 Vacation to Sick Leave Donation- Removal of this policy due to the new MNPL <br />#240 Employee Recognition- Changes based on Department Head and EEC <br />recommendations and in line with other cities.
