4 12/2025 <br />#100 PURPOSE <br /> This handbook provides the general administrative policies of the City of Lake Elmo. These policies apply to <br />all employees (full-time, part-time, paid-on-call firefighters, seasonals, and interns) of the city. Except <br />where specifically noted, these policies do not apply to: <br /> <br />1. Elected officials <br />2. City Attorney <br />3. Members of city boards, commissions, and committees <br />4. Consultants and contractors <br />5. Volunteers <br /> <br />If any specific provisions of the personnel policies conflict with any current union agreement or civil service <br />rules, the union agreement or civil service rules will prevail. Union employees are encouraged to consult <br />their collective bargaining agreement first for information about their employment conditions. Nothing in <br />these policies is intended to modify or supersede any applicable provision of state or federal law. <br /> <br />The policies are not intended to be all-inclusive or to cover every situation that may arise. These policies may <br />be amended at any time at the sole discretion of the city, and they will supersede all previous personnel <br />policies. Except where noted otherwise, the city administrator or their designee is charged with ensuring <br />compliance with these personnel policies. Revisions and amendments shall become effective upon <br />approval by the City Council. When there is a change in policy, we will update this handbook as soon as we <br />can and inform all staff of the change. <br /> <br />No provision in this handbook is intended to create a contract between the City of Lake Elmo and any <br />employee. Except as otherwise prohibited by law, the City of Lake Elmo has the right to terminate any <br />employee at any time for any or no reason. Employees may similarly terminate employment at any time for <br />any reason. <br /> <br />Nothing in this statement is intended to interfere with, restrain, or prevent concerted activity as protected <br />by the National Labor Relations Act (NLRA). Such activity includes employee communications regarding <br />wages, hours, or other terms or conditions of employment. The City of Lake Elmo employees have the right <br />to engage in or refrain from such activities. <br /> <br />These policies serve as an information guide to help employees become better informed and to make their <br />experience with the city more rewarding. Departments and other classes of employees may have special <br />work rules deemed necessary by the department head and approved by the city administrator for the <br />achievement of objectives of that department. Each employee will be given a copy of such work rules by the <br />department upon hiring and such rules will be further explained, and enforcement discussed with the <br />employee by the immediate supervisor.
