14 12/2024 <br /> <br /> <br />#135 CITYWIDE WORK RULES <br /> ACCESS TO AND USE OF CITY PROPERTY <br />Any employee who has authorized possession of keys, tools, cell phones, pagers, or other city-owned <br />equipment must register their name and the serial number (if applicable) or identifying information about <br />the equipment with their supervisor. All such equipment must be turned in and accounted for by any <br />employee leaving employment with the city to resign in good standing. Employees are responsible for the <br />safekeeping and care of all such equipment. The duplication of keys owned by the city is prohibited unless <br />authorized by the city administrator. Any employee found to have an unauthorized duplicate key will be <br />subject to disciplinary action. <br /> <br />APPEARANCE <br />Departments may establish dress codes for employees as part of departmental rules. Personal appearance <br />should be appropriate to the nature of the work and contact with other people and should present a <br />positive image to the public. Clothing, jewelry, or other items that could present a safety hazard are not <br />acceptable in the workplace. Dress needs vary by function. Employees who spend a portion of the day in <br />the field need to dress in a professional manner appropriate to their jobs, as determined by their <br />supervisor. In all instances, clothing and appearance must be neat, clean, not ripped, heavily frayed or <br />worn, and not expose an excessive amount of skin. Employees may dress in accordance with their gender <br />identity, within the constraints of the dress codes adopted by the city. City staff shall not enforce the city’s <br />dress code more strictly against transgender and gender-diverse employees than other employees. <br /> <br />PERSONAL TELEPHONE CALLS <br />Personal telephone calls are not to interfere with city work and are to be completed as quickly as possible. <br />Any personal long-distance call costs will be paid for by the employee. Please refer to the cell phone policy <br />for information on the use of cellular phones. <br /> <br />SMOKING <br />The City of Lake Elmo observes and supports the Minnesota Clean Indoor Air Act. All city buildings and <br />vehicles, in their entirety, shall be designated as tobacco-free, meaning that smoking in any form (using <br />tobacco products such as pipes, cigars, and cigarettes) or “vaping” with e-cigarettes is prohibited while in a <br />city facility or vehicle. Smoking of any kind, including pipes, cigars, cigarettes, vaping with e-cigarettes, and <br />the use of chewing tobacco, is prohibited for employees while on duty. Employees 18 and over are allowed <br />to smoke only during their breaks and lunch, and only in areas designated for that purpose.
