A public hearing on the improvements was held on October 21, 2025. Following the <br />hearing, City Council ordered the improvements and authorized the preparation of plans and specifications <br />for the project. <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order <br />the Advertisement for Bids for the 2026 Street Improvements? <br /> <br />PROPOSAL DETAILS/ANALYSIS: Plans and specifications have been completed for the 2026 Street <br />Improvements project and are ready to be advertised for contractor bids. A bid date has been scheduled for <br />February 5, 2026, with the intent of recommending a contract award at the February 17, 2026 City Council <br />meeting. The 2026 Street Improvement project includes three neighborhood areas as categorized below. <br />Lake Elmo Heights <br />• 26th Street North, Inwood Avenue North to Imperial Avenue North <br />• 27th Street North, Inwood Avenue North to Imperial Avenue North <br />• Imperial Avenue North <br />• Innsdale Avenue North, 27th Avenue North to CDS <br /> <br />Lake Elmo Heights (Access from Stillwater Boulevard) <br />• Innsdale Avenue North, Stillwater Boulevard to CDS <br /> <br /> <br />
