Motion passed 4 - 0. <br />REGULAR AGENDA <br />ITEM 1: TAP Presentation <br />Co-chairs John Slack, Urban Land Institute and Mark Hogue, North Oaks Development, <br />presented findings of a Technical Assistance Panel comprised of expert panelists to provide input <br />and direction for the city-owned 180 acres located at 34th St N and Ideal Avenue. <br />Discussion was held concerning extension of utilities to the site and potential use of the railroad <br />tracks as an asset to the site. Types of commercial development and housing were also <br />discussed. Further discussion will be held at a future City Council Workshop. <br />ITEM 2: Authorize Engineering Services for 2026 Crosswalk Layouts <br />City Engineer Stanley reviewed areas recommended for marked crosswalks in three areas of the <br />city. Discussion held regarding data gathering in the spring for pedestrian activity in the areas <br />identified. <br />Councilmember Dragisich, seconded by Councilmember Hirn, moved TO AUTHORIZE <br />PRELIMINARY ENGINEERING SERVICES FOR THE 2026 CROSSWALK <br />IMPROVEMENTS IN THE ESTIMATED AMOUNT OF $22,832, FOR THE <br />INTERSECTIONS OF 5TH STREET AND IVWOOD CIRCLE, 5TH STREET AND JULIA <br />AVENUE, AND VILLAGE PARKWAY AND LOWER 31ST STREET. <br />Councilmember Dragisich, seconded by Councilmember Hirn, moved TO AMEND THE <br />PRIMARY MOTION TO ADD THAT THE WORK WILL NOT BE DONE UNTIL MAY 2026. <br /> Motion passed 4 – 0. <br />Primary motion passed 4 – 0. <br />COUNCIL REPORTS <br />Mayor Cadenhead: Attended ParT Barn grand opening. <br />Councilmember Holtz: Reported School District 834 is holding a closed session to discuss sale <br />of the old Lake Elmo Elementary School site.
