Planning Commission Meeting Minutes: 10/15/25 <br /> <br />City of Lake Elmo Planning Commission <br />Meeting City Council Chambers – 3880 Laverne <br />Avenue North Minutes of Regular Meeting of <br />October 15th, 2025 <br /> <br />CALL TO ORDER: Commission Vice Chair Chars called to order the meeting of the Lake Elmo Planning Commission <br />at 6:30 p.m. <br /> <br />COMMISSIONERS PRESENT: Amend, Chars, Dunn, Sarro, Vrieze <br /> <br />COMMISSIONERS ABSENT: Bohlig, Rehkamp, <br /> <br />STAFF PRESENT: Community Director Jason Stopa, City Planner Ashley Monterusso, <br /> <br />Pledge of Allegiance at 6:30 PM <br /> <br />Approve Agenda: <br />M/S/P: Dunn / Vrieze made a motion to approve the agenda Vote: 5-0, motion carried unanimously <br /> <br />Approve Minutes: <br />M/S/P: Vrieze / Dunn made a motion to approve the 7-28-25 meeting minutes. Vote: 5-0, motion carried <br />unanimously. <br /> <br />Public Hearing: <br />a) Registered Land Survey (RLS) #132 – 3481 Laverne Ave. CHAMA Mission LLC and John Pecchia have submitted <br />a Registered Land Survey/Minor Subdivision application for the property located at 3481 Laverne Ave N, Lake <br />Elmo. The request is to reconfigure the property boundaries and consolidate to ensure that the former creamery <br />building is fully contained within its own dedicated parcel. <br /> <br />City Planner Ashley Monterusso gave presentation and answered questions. <br /> <br />Applicant John Pecchia spoke and was available for any question. <br /> <br />M/S/P: Vrieze / Dun moved to open the public hearing at 6:39 PM. Vote: 5-0, motion carried unanimously. <br /> <br />M/S/P: Vrieze / Dunn moved to close the public hearing at 6:39 PM. 5-0, motion carried unanimously. <br /> <br />M/S/P: Vrieze / Dunn moved to recommend approval of proposed Registered Land Survey No. 132 for the property located <br />at 3481 Laverne Avenue North, based on the findings of fact and the conditions presented in the staff report. Vote: 5-0, <br />motion carried unanimously. <br />b) Tree Fund. The City of Lake Elmo has initiated a zoning text amendment to Lake Elmo City Code Chapter 105 <br />Article VIII to create a tree fund. The purpose is to provide a dedicated fund for tree replacement throughout the <br />city. <br /> <br />Community Director Jason Stopa gave presentation and answered questions. <br /> <br />M/S/P: Vrieze / Dunn moved to open the public hearing at 6:44 PM. Vote: 5-0, motion carried unanimously. <br /> <br />M/S/P: Vrieze / Amend moved to close the public hearing at 6:47 PM. Vote: 5-0, motion carried unanimously. <br /> <br />
