Overview <br />Staff introduced a zoning text amendment to <br />the bed and breakfast definition as part of city <br />code housekeeping earlier this year. <br />The amendment went before the Planning <br />Commission on January 27, 2025, and was not <br />recommended for approval. <br />The item was removed from the housekeeping <br />amendment to be further researched by staff. <br />Staff presented their findings to the City <br />Council at their November 12, 2025 Workshop <br />and requested feedback from the Council on <br />next steps. <br /> Code Section: 105.12.110(b)(13) Definitions The intent of this <br />amendment is to account for bed and breakfast facilities where the <br />owner may not reside on premises with the renters. <br /> <br />Proposed Language: Bed and breakfast (short term rental) means a <br />private, owner-occupied residence that contains no more than five <br />guestrooms where lodging, with or without meals, is provided for <br />compensation. Guest stays shall be limited to 30 days. The owner may or <br />may not reside on site.
