Planning Commission Meeting Minutes: 11/10/25 <br /> <br />City of Lake Elmo Planning Commission <br />Meeting City Council Chambers – 3880 Laverne <br />Avenue North Minutes of Regular Meeting of <br />November 10th, 2025 <br /> <br />CALL TO ORDER: Commission Vice Chair Chars called to order the meeting of the Lake Elmo Planning Commission at 6:30 p.m. <br /> <br />COMMISSIONERS PRESENT: Amend, Chars, Dunn, Rehkamp, Sarro, Vrieze <br /> <br />COMMISSIONERS ABSENT: Bohlig, <br /> <br />STAFF PRESENT: Community Director Jason Stopa, Senior City Planner Sophia Jensen, Finance Director Clarissa Hadler <br /> <br />Pledge of Allegiance at 6:30 PM <br /> <br />Approve Agenda: <br />M/S/P: Vrieze / Amend made a motion to approve the agenda Vote: 6-0, motion carried unanimously <br /> <br />Approve Minutes: <br />M/S/P: Vrieze / Dunn made a motion to approve the 10-15-25 meeting minutes. Vote: 6-0, motion carried unanimously. <br /> <br />Public Hearing: <br />a) Capital Improvement Plan. To review and hear interested parties about the City’s 2025-2036 Capital Improvement <br />Program (CIP). <br /> <br />Finance Director Clarissa Hadler gave presentation and answered questions. <br /> <br />M/S/P: Vrieze / Chars moved to open the public hearing at 6:49 PM. Vote: 6-0, motion carried unanimously. <br /> <br />M/S/P: Vrieze / Amend moved to close the public hearing at 6:50 PM. 6-0, motion carried unanimously. <br /> <br />M/S/P: Vrieze / Chars moved to recommend to the City Council that the 2025-2035 Capital Improvement Plan is consistent <br />with the 2040 Comprehensive Plan. Vote: 6-0, motion carried unanimously. <br /> <br />New/Unfinished Business <br />b) Old Village Zoning and Future Land Use Discussion. To review and discuss the status of the Old Village since the <br />survey and study conducted in May 2024 and future action items. <br /> <br />Community Director Jason Stopa gave presentation and answered questions. <br /> <br />Communications/Updates: <br />a) PC Work Plan 2026 – 12/8/25 <br />b) City Council Actions <br /> i.
