LAKE ELMO CITY COUNCIL MINUTES <br />October 21, 2025 <br />ITEM 5: HIGHPOINTE CROSSING COMPREHENSIVE PLAN AMENDMENT <br />Contract Planner Nathan Fuerst provided a status update, noting that sewer capacity will need to <br />be investigated with the Met Council. Paul Robinson, Rachel Development, discussed <br />challenges associated with planning for individual septic systems on each lot. Alternative site <br />plans were presented with councilmembers favoring an 11 lot concept. <br />ITEM 6: LIMERICK VILLAGE ENVIRONMENTAL ASSESSMENT WORKSHEET <br />Contract Planner Nathan Fuerst reviewed the status of the Limerick Village proposal and request <br />from the developer for the city to approve a negative declaration on the need for an <br />environmental impact statement. Planner Fuerst also reviewed the environmental review process <br />and comments received. <br />Councilmember Him, seconded by Councilmember Holtz, moved TO ADOPT RESOLUTION <br />2025-073 APPROVING A NEGATIVE DECLARATION ON THE NEED FOR AN <br />ENVIR ONMENTAL IMPA CT STA TEMENT FOR THE LIMERICK VILLA GE <br />DEVELOPMENT PROJECT. Motion passed 5 — 0. <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE <br />FINDINGS OF FACT AND CONCL USIONS DOCUMENT IN SUPPORT OF A <br />NEGA TIVE DECLARA TION FOR AN EIS FOR THE LIMERICK VILLA GE <br />DEVELOPMENT PROJECT AS PREPARED BY STAFF. Motion passed 5 — 0. <br />ITEM 7: QUARTERLY GOALS UPDATE <br />City Administrator Miller provided an update on projects including the city owned 77 acres, <br />Urban Land Institute study of the city owned 180 acres, old fire station, old city hall, <br />comprehensive financial strategy, utility fees, water treatment plant and communications. <br />COUNCIL REPORTS <br />Mayor Cadenhead: Noted the city has received a plaque commemorating the 100 year <br />anniversary of the city from Rep. Betty McCollum. <br />STAFF REPORTS AND ANNOUNCEMENTS <br />City Administrator Miller: Reported on city center exterior repairs. <br />Page 4 of 5 <br />
