STAFF REPORT <br />DATE:January 13, 2026 <br />DISCUSSION <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator <br />AGENDA ITEM: 2026 Draft Legislative Priorities for Lake Elmo <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community ☒ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☒ Balanced Finances now and future <br />☒ Managed Growth ☒ Resilient Infrastructure <br />BACKGROUND: As we prepare for the upcoming state legislative session, council requested staff work <br />on drafting legislative priorities that are aligned with the City Council’s priorities. Staff requested <br />council’s guidance on any specific legislative issues, bills or policy areas to include. <br />During discussion with the City Council on December 9th direction was given to staff to focus on Lake <br />Elmo specific priorities. These priorities are included in the attached draft legislative priorities. <br />ISSUE BEFORE COUNCIL: Does the City Council have guidance on any modifications to the draft <br />2026 legislative priorities document? <br />ATTACHMENTS: <br />2026 Draft Legislative Priorities
