STAFF REPORT
DATE: 01/20/2026
Discussion

TO: Parks Commission
FROM: Interim Public Works Director – Adam Swanepoel
AGENDA ITEM: Lions Park Playground Price Adjustment

CORE STRATEGIES:

☐ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services
☒ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future
☐ Managed Growth ☐ Resilient Infrastructure

BACKGROUND:
The Lions Park Playground is up for replacement in 2026. The Parks Commission recommended a
replacement option to city council. City Council reviewed the Parks Commissions recommendation on
9/02/2025 and tabled the discussion to review the playground replacement topic along with future park
amenities with the Parks Commission.

A workshop was held in September with Council and the Parks Commission. Council directed the Parks
Commission to review and consider other options in leu of playground replacements in neighborhood
parks going forward. The Parks Commission reviewed the Lions Park playground replacement again at its
October 2025 meeting. The commission agreed to move forward with the Lions playground replacement
and begin reevaluating future playgrounds that need replacement

The replacement of the playground at Lions Park was then approved by City Council at its 11/04/2025
meeting

ISSUE BEFORE CITY COUNCIL:
Would City Council like to increase the funds towards the Lions Park Playground to $327,000?

PROPOSAL DETAILS/ANALYSIS:
City Staff was informed the city missed the October deadline for the discounted price on the 2026
playground equipment. Previous quotes for the playground equipment were approximately $315,400.
Flagship Recreation provided staff with an updated quote for the equipment and installation at $324,295.08.
On 11/04/2025 City Council approved the purchase and installation not to exceed $317,000. The current
price is $7,295 over the approved amount.

The contractor’s installation cost of safety chips for the project is $12000. If City Council decides not to
increase the project funding, staff could purchase the safety chips for approximately half that cost, and
Public Works staff would install them to keep the project within budget.
