CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />JANUARY 13, 2026 <br />CALL TO ORDER <br />Mayor Cadenhead called the meeting to order at 6:30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Nick Dragisich, Matt Hirn, Jeff Holtz and Nick <br />Kragness. <br />Staff present: City Administrator Miller, Senior Planner Jensen, Administrative Services Director <br />Doyle, Communications Coordinator Smith, City Engineer Stanley, City Engineer Griffin, Public <br />Works Director Powers, Fire Chief Kalis, Finance Director Hadler and City Clerk Johnson. <br />Broadband Franchise Discussion <br />Attorney Michael Bradley presented information regarding broadband franchising, noting <br />benefits to the city and city residents. Discussion held regarding permitting and implementation <br />of a franchise system. <br />Commissioner/Council Training <br />City Attorney Sonsalla conducted training on the open meeting law, data practices, gift law, <br />conflicts of interest, meeting procedures, social media, city code requirements, evaluating <br />applications, ordinance enforcement and tips for effective participation. <br />Planning Commission Work Plan <br />Senior Planner Jensen presented the 2026 draft work plan for the Planning Commission. <br />Discussion was held regarding the proposed ball field complex and wildlife corridors. Short <br />term rentals were also discussed. <br />Parks Commission Work Plan <br />Interim Public Works Director Swanepoel presented the 2026 draft work plan for the Parks <br />Commission. Discussion was held regarding noise issues from pickleball courts in <br />neighborhoods. <br />Draft Legislative Priorities <br />City Administrator Miller requested input on the draft legislative policies document. Discussion <br />was held regarding the order of the items on the list and crosswalks on county roads.
