LAKE ELMO CITY COUNCIL MINUTES <br />January 20, 2025 <br />Page 2 of 3 <br />REGULAR AGENDA <br />ITEM 1: Approve Plans and Specs and Authorize Advertisement for CSAH 14 Watermain <br />Improvements <br />City Engineer Stanley reviewed the scope of the project and need to replace a portion of watermain <br />along Stillwater Boulevard (CSAH 14). Engineer Stanley also noted that the estimated total <br />project cost of $940,000 exceeds the CIP estimate of $850,000. <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE <br />RESOLUTION NO. 2026-008, APPROVING THE PLANS AND SPECIFICATIONS, AND <br />ORDERING THE ADVERTISEMENT FOR BIDS FOR THE CSAH 14 WATERMAIN <br />IMPROVEMENTS, FROM CSAH 17 (NORTH LEG) TO LAYTON AVENUE. Motion passed <br />5 – 0. <br />ITEM 2: Approve Lions Park Playground Cost Adjustment <br />Mayor Cadenhead reviewed the background of the project, noting the proposed cost increase. <br />Councilmember Hirn, seconded by Councilmember Dragisich TO APPROVE THE <br />PURCHASE AND INSTALLATION OF THE LIONS PARK PLAYGROUND SET NOT TO <br />EXCEED $327,000 WITH THE PREFERENCE OF THE COUNCIL TO REDUCE THE <br />COST BY HAVING PUBLIC WORKS INSTALL OR SUPERVISE THE INSTALLATION OF <br />THE WOOD CHIPS. Motion passed 5 – 0. <br />Discussion was held regarding options for the city to coordinate installation of safety chips <br />utilizing city staff and/or volunteers to lower the project cost. <br />ITEM 3: 4th Quarter Goals Update <br />City Administrator Miller reviewed the status of the goals on the 2025 Goals Chart. <br />COUNCIL REPORTS <br />Mayor Cadenhead: Reported on a meeting with Representative Wayne Johnson, <br />Councilmember Holtz and city staff. <br />Councilmember Dragisich: Requested a report on unaccounted for water as a percentage and <br />the amount of lost revenue. <br />STAFF REPORTS AND ANNOUNCEMENTS <br />City Administrator Miller: Recognized Finance staff for implementing new accounting <br />software and all staff for training to learn to use the new accounting software.
