Evidence of ownership or an interest in the property; <br />4. Existing and proposed final grades utilizing two-foot contour intervals; <br />5. A survey showing the location and elevation of all roads, utilities, and structures <br />which may be impacted by the proposal; <br />6. A tree survey showing all trees having a caliper of six inches or greater and a tree <br />preservation plan; <br />7. A landscaping and site restoration plan; <br />8. A development concept plan indicating how the recontoured parcel may be <br />developed in a manner consistent with this chapter and the comprehensive plan; <br />9. A drainage plan which includes any engineering work for stormwater retention <br />must comply with LEC 105.04.770; <br />10. An erosion control plan indicating the type and location of erosion measures to be <br />used, must comply with LEC 105.04.7870; <br />11. A traffic analysis showing how the materials will be removed from or delivered to <br />the site; <br />12. Two copies of all available soil borings together with boring location maps and any <br />other soil information pertinent to improvements; <br />13. The other information as may be required by the city; <br />14. A schedule of building construction phasing on permit site; <br />15. The hours of operation; and <br />16. The duration of activity. <br />8. Administrative review of grading and excavating permits. <br />1. Grading or excavating plans that result in the moving of more than 50, but less than <br />400, cubic yards of material per acre may be approved by the city administrator <br />upon recommendation of the city planner and city engineer. The application shall <br />be accompanied by the submission requirements set forth in subsection (g) of this <br />section. <br />2. Upon receipt of a completed application, the city planner shall review the <br />application within ten working days and shall notify the applicant of the decision <br />by mail. The city planner may impose the modifications and conditions as may be <br />necessary to protect the public interest. Bonding may be required in any amount <br />sufficient to ensure site restoration should the applicant default on his <br />responsibilities. <br />9. City council review of grading and excavating permits. <br />1. Grading and excavating plans that result in the moving of 400 cubic yards of <br />material per acre require a public hearing and approval of the city council. The <br />application shall be accompanied by the submission requirements set forth in <br />subsection (g) of this section. <br />2. Upon receipt of a completed application, the city clerk shall call a public hearing <br />within 30 days from the date of application. Notice shall be published in the city's <br />legal newspaper, and property owners within 350 500 feet of the project site shall <br />be notified of the public hearing no less than ten days prior to the hearing. The <br />application shall be reviewed by the city planner and city engineer and their written <br />comments submitted to the city council.
