The legal and administrative <br />risks, particularly under the Open Meeting Law and quasi-judicial due process principles, <br />outweigh the potential benefits, especially given the robust notice enhancements already in place. <br />If the City wishes to continue using social media, it should be limited to general, non- <br />hearing-related communications, with clear internal guidance that City Council members and <br />City staff should not engage in substantive discussion on those platforms.
