CSAH 14 during construction as a coordinated plan with Washington County to work with the closure of <br />Lake Elmo Avenue at TH 36. <br />Contractor bids were received and opened electronically on March 5, 2026. The City received eight bids <br />for this project, with Miller Excavating, Inc. providing the lowest bid in the amount of $687,206.54. <br />Following review and verification of the bid tabulations, the City Engineer and Design Engineer are <br />recommending that the City Council award the contract to the lowest responsible bidder, Miller Excavating, <br />Inc., as outlined in the attached letter. <br />As part of this contract award, staff is also requesting Council to authorize the City Administrator to enter <br />into a construction material testing contract for the project construction phase services in the not-to-exceed <br />amount of $20,000. Staff will be receiving proposals from both Braun Intertec and AET. <br />FISCAL IMPACT: Approval of this resolution commits the City to enter a construction contract for the <br />project. The estimated post-bid project cost is $940,000 based on bids received compared to the Capital <br />Improvement Plan amount of $850,000. The project will be funded by the Water Enterprise Fund. <br />OPTIONS: <br />Accept the Bids and Award a Contract to Miller Excavating, Inc. <br />Do not move forward with this project <br />RECOMMENDATION: Staff is recommending the City Council approve a Resolution Accepting Bids <br />and Awarding a Contract to Miller Excavating, Inc. for the bid amount of $687,206.54 for the CSAH 14 <br />Watermain Improvements. The Recommended motion is as follows: <br />Motion to approve Resolution No. 2026-019, Accepting Bids and Awarding a Contract to Miller <br />Excavating, Inc., for the bid amount of $687,206.54 for the CSAH 14 Watermain Improvements. <br />Staff is also recommending the City Council authorize the City Administrator to enter into a material testing <br />contract for the project construction phase services in the not-to-exceed amount of $20,000.
