<br />To reiterate an earlier point, these models are based on assumptions. Both the assumptions and real‑world <br />conditions—such as development activity, water usage, interest rates, and construction costs—can shift <br />results from year to year. This model also assumes no outside funding for O&M for the new treatment <br />plants beyond 2026. If that funding continues in future years, the model will need to be updated. We use <br />our best estimates to project how these funds will perform and what adjustments may be necessary to <br />support long‑term financial sustainability. <br /> <br />Additionally, rate decisions are set annually. While we are modeling an overall 14% increase for 2026, <br />the actual rates for years beyond 2026 will generally be set in future budget cycles unless the Council <br />determines it is in the City’s best interest to set them earlier. <br /> <br />Based on the above, our recommended utility fund fee schedule for 2026 is shown in Appendix A.
