ISSUE BEFORE COUNCIL: Should the City Council approve the Engineering Design Standard Updates <br />and Revisions dated March 2026? <br />PROPOSAL DETAILS/ANALYSIS: The Engineering Design and Construction Standards Manual is a <br />living document that is reviewed and modified from time to time by City staff to adapt proactively to <br />changing conditions to remain current, address best practices and extract additional economic value and <br />performance as needed. Changes are often based on recommendations from Engineering, Planning, Public <br />Works, the construction observation staff or other City staff, the development community, and other <br />stakeholders. Changes made by the City Engineer are periodically brought forward as revisions to the <br />Engineering Design and Construction Standards Manual to formalize the City’s approval. <br />The notable design standard additions and revisions in this update include the following: <br />1.Incorporate MnDOT’s 2025 Standard Specifications for Construction and update all existing <br />references. <br />2.Incorporate private street requirements in the design standards based on the Inwood Townhomes <br />development design. <br />3.Update the stormwater design standards based to incorporate best practices, access needs, and <br />include requirements for filtration basins previously not included in the standards. <br />4.Include requested material or product changes from other city departments in the manual including, <br />but not limited to, fire hydrant nozzle changes, watermain service material changes, light fixture <br />product updates, and street sign changes. <br />FISCAL IMPACT: No fiscal impact. <br />OPTIONS: Approve the Engineering Design Standard Updates and Revisions or Table the item and <br />provide further staff direction. <br />RECOMMENDATION: Staff is recommending that the City Council approve the Engineering Design <br />Standards updates and revisions dated March 2026. The recommended motion for the action is as follows: <br />Motion to approve Resolution No. 2026-018 thereby approving the Engineering Design Standard <br />Updates and Revisions dated March 2026. <br />ATTACHMENTS: <br />1.Resolution Approving the Engineering Design Standard Updates and Revisions dated March 2026. <br />2.Engineering Design and Construction Standards Manual dated March 2026.
