STAFF REPORT <br />DATE: March 17,2026 <br />REGULAR <br />TO: Mayor and Councilmembers <br />FROM: Jason Stopa, Community Development Director <br />AGENDA ITEM: Letter of Support for Valley Community Center <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community <br />☒ Responsive, transparent, adaptive governance☐ <br />☐ Managed Growth <br />☐ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☐ Resilient Infrastructure <br />BACKGROUND: <br />The Valley Community Center (VCC) is proposing a community center at the Lake Elmo Elementary School site at <br />11030 Stillwater Blvd N and are applying for grants to purchase the site. Then school board has agreed to sell <br />the site to the VCC. The VCC first presented the project to City staff since 2024. Community services is a <br />permitted use in VMX. <br />ISSUE BEFORE COUNCIL: <br />Does the Council want to issue a letter of support for the Valley Community Center? <br />PROPOSAL DETAILS/ANALYSIS: <br />The VCC will provide a project update. <br />FISCAL IMPACT: <br />None <br />OPTIONS: <br />1. Approve the letter of support <br />2. Deny the letter of support <br />3. Amend the letter of support <br />RECOMMENDATION: <br />Motion to approve the letter of support for the Valley Community Center. <br />ATTACHMENTS: <br />Draft letter of support
