1 <br />STAFF REPORT <br />DATE: 3/17/2026 <br />REGULAR <br />TO: City Council <br />FROM: Sophia Jensen, Senior City Planner <br />AGENDA ITEM: Northstar 3rd Addition Final Plat, Final PUD, and Development Agreement <br />REVIEWED BY: Jason Stopa, Community Development Director <br />Jack Griffin, Bolton and Menk Consultant Engineer <br />Nathan Fuerst, Bolton and Menk Consultant Planner <br />CORE STRATEGIES: <br />☒Vibrant, inclusive, connected community ☒Efficient, reliable, innovative services <br />☒Responsive, transparent, adaptive governance ☐Balanced Finances now and future <br />☒Managed Growth ☐Resilient Infrastructure <br />BACKGROUND: <br />On December 20, 2022, the City Council conditionally approved Preliminary Plat and PUD requests by <br />GWSA Land Development (dba Gonyea Custom Homes, hereafter the “Applicant”) for a single family <br />home development consisting of 200 units on 101.39 gross acres northwest of the intersection of Lake <br />Elmo Ave N and Stillwater Blvd N. Prior to the preliminary plat and PUD approval, the City approved <br />a rezoning of the parcel from Rural Transition (RT) to Village – Low Density Residential (V-LDR) <br />On August 15th, 2023, the City Council approved the final plat and final PUD for Northstar 1st addition <br />which included the dedication of roughly 29 acres for a City Park and 105 single family homes. <br />On February 4th 2025, the City Council approved the final plat and final PUD for Northstar 2nd addition <br />which included 61 single family homes. <br />The requests before the City Council tonight are review of the third and final addition for 34 single <br />family homes within Outlot K of Northstar 1st Addition and the 3rd Addition Development Agreement. <br />An executed developer’s agreement is a condition of final plat approval and is required prior to <br />recording the final plat with Washington County <br />ISSUE BEFORE THE CITY COUNCIL: <br />Should the City Council approve the final plat and final PUD to allow Northstar 3rd Addition to move <br />forward? <br />The City Council is also being asked to approve the development agreement for North Star 3rd Addition. <br />REQUEST DETAILS: <br />Applicant/Owner: <br />Property Owner <br />GWSA Land Development, LLC (Gonyea) <br />Sycamore Investment Partners LLC (Gonyea) <br />Location: Outlot K of Northstar 1st Addition <br />Zoning District: <br />History: <br />Village Low Density Residential (V-LDR) and Shoreland Overlay <br />This is the 3rd and final addition for the Northstar Development.
