STAFF REPORT <br />DATE: April 7, 2026 <br />CONSENT <br />TO: Mayor and Councilmembers <br />FROM: Jennifer Doyle, Administrative Services Director <br />AGENDA ITEM: Approve Special Projects Manager Employment Agreement <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community <br />☒ Responsive, transparent, adaptive governance <br />☐ Managed Growth <br />☒ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☐ Resilient Infrastructure <br />BACKGROUND: <br />After the Interim City Administrator role was no longer needed upon the hire of the City Administrator, the City <br />wanted that staff member to remain on staff to assist with the transition of the new City Administrator and with <br />special projects under his area of water expertise. An employment agreement was signed outlining the terms in <br />May of 2024. <br />ISSUE BEFORE COUNCIL: <br />Should the Council approve the update Special Project Manager employment agreement? <br />PROPOSAL DETAILS/ANALYSIS: <br />The original intention of the employment agreement was to cover an approximate timeframe of four months. <br />However, the need for water expertise has continued with the City’s participation in the White Bear Lake <br />Comprehensive Work Group, and the staff member has remained employed under the original agreement’s <br />terms for almost two years. The attached employment agreement was reviewed and updated with <br />recommendations by staff and the City Attorney. <br />FISCAL IMPACT: <br />This position is in the 2026 budget with the original hourly wage. There is an approximate $4,000 impact to the <br />2026 budget under the terms in the updated agreement. <br />OPTIONS: <br />Approve the employment agreement for the Special Projects Manager. <br />Deny the employment agreement for the Special Projects Manager.
