1 LA515\1\919211.v3 <br />SPECIAL PROJECTS MANAGER EMPLOYMENT AGREEMENT <br /> <br />THIS AGREEMENT is made this1st day of May, 2026 by and between the CITY OF <br />LAKE ELMO, a Minnesota municipal corporation (“Employer”) and Clark Schroeder <br />(“Employee”). <br />The parties agree as follows: <br /> <br />1. POSITION. Employer agrees to employ Employee as its Special Projects <br />Manager. Employee agrees to serve as Special Projects Manager in accordance with state statutes <br />and City ordinances and to perform such other legally permissible and proper duties and functions <br />as the City Council and the City Administrator shall from time-to-time assign. This position is <br />classified as part-time. <br />2. TERM. Employee is retained as the City’s Special Projects Manager. Employee <br />shall serve at the will of the City Council. The City Council may terminate the Employee with or <br />without cause at any time by giving 10 business days’ notice to the Employee. Employee may <br />terminate his employment at any time with 10 business days’ notice to the Employer. <br />3. PENSION PLAN. Employer shall contribute to PERA as required by State law. <br /> <br />4. SALARY. Effective April 1, 2026, during the period of time that Employee is <br />serving as the Special Projects Manager, the Employees shall be paid $85.00 per hour, subject to <br />withholding required by State and Federal law for taxes, FICA, Medicare, and PERA. Effective <br />January 1, 2027, the Employee’s hourly rate shall be adjusted to the same percentage that is <br />received by other City employees for cost of living adjustment. <br />5. HEALTH AND WELFARE BENEFITS. Employee shall receive benefits of the <br />same type and kind offered routinely to other part-time City employees. <br />6. PAID TIME OFF. Employee will earn one (1) hour of Earned Sick and Safe Time <br />(ESST) for every thirty (30) hours worked with a maximum accrual of forty-eight (48) hours in
