(b) Lot Design – Lot locations and configuration should be according to the following sequence of review steps. <br />(1) Soils analysis conducted – Requirement met. <br />(2) Septic design identified - Requirement met. <br />(3) Buffer areas identified - Requirement met. 100’ Buffer around property boundaries without <br />encroachments. <br />(4) Building pad locations identified - Requirement met. <br />(5) Placement of streets - Requirement met. <br />(6) Lots identified – see bulk standard review, above. Deviation requested for impervious surface and <br />architectural standards. <br />(7) Open Space and park land adjustments – <br />a) Open space – The total preserved open space is over 50%. Requirement met at ~55.62% <br />b) Park land – a cash fee in lieu of land dedication with up to 25% trail credit is suggested for this <br />project. Requirement to be met. <br /> <br />Development Standards for OP PUDs. The following development standards are created for OP PUDs by City Code <br />Sec. 105.12.1060. For any standard not strictly met by the development, a supermajority vote is required to <br />approve the project: <br />a. Preserved Open Space Standards –A conservation easement shall be placed over the Open Space areas to <br />ensure permanent protection from development. After the area is graded and restored and proposed <br />vegetation is established, the HOA for this development would be responsible for maintenance of the open <br />space area, and yearly reporting to the City. If additional management is identified as necessary, the HOA <br />would be responsible. Requirement met. <br />b. Septic Design Standards – The Applicant is proposing a community septic system. An acceptable location <br />was identified for the primary and secondary drain fields. Staff believe that plans can be provided that will <br />meet applicable requirements although the applicant is still working through the details of the system. <br />Requirement to be met. <br />c. Building Standards – The Applicant has submitted architectural guidelines for the site and elevation <br />renderings consistent with applicable City Code design requirements. They are requesting PUD flexibility <br />for garage frontage that exceeds 40% of the building facade. HOA controls for architectural standards may <br />be more restrictive than the City’s ordinance. Deviation requested. <br />d. Landscaping Standards – A total of 10 trees per lot and one boulevard tree located every 50 feet is <br />required. The Applicant is not requesting PUD flexibility for landscaping or tree preservation. Plan revisions <br />are required based on the City’s Landscape Architect memo. Requirement to be met. <br />e. Impervious Surface Standards – The maximum impervious surface that is allowed per lot in the <br />development is 30% of the developable areas. The Applicant is proposing an impervious coverage of up to <br />40% for the residential lots. If all residential lots are built to 40% coverage, the entire site would be <br />approximately 19% impervious surface. Deviation requested. <br />f. Trail and Sidewalk Standards – City Code requires bituminous trails and concrete sidewalks to be <br />established within the development. Trails must be equal to the centerline length of all public roads in the <br />development. The Applicant is proposing to meet the trail requirements but requesting a PUD flexibility <br />for an 8-foot wide bituminous sidewalk along the road instead of a traditional sidewalk. Trails and <br />sidewalks will be maintained by the HOA. Deviation requested. <br />
