Granvia Preserve – Preliminary Plat/PUD Development Narrative 5 <br />7. Open space and park land adjustments. Open space areas were designed in such a way as to provide a large <br />contiguous open space lot around the whole development to provide a natural buffer between adjacent parcels, <br />to enhance existing views of wetlands, create a new trail system that ties into existing trail systems, and <br />encourages the public to use/view the space. <br /> <br />City staff confirmed the subject site is not part of the park plan, so cash in lieu of dedication would be required. <br /> <br />Topography <br />The site’s topography consists of rolling hills and natural wetlands ranging in elevations of approximately 892 to 974. <br /> <br /> <br />Open Space <br />The proposed open space primarily preserves high-value wetlands, a tamarack swamp and island, and mature hardwood <br />forests/groupings with a predominance of oak trees. The open space outlots are planned to be placed into a permanent <br />conservation easement, as well as a drainage and utility easement. Ownership of proposed outlots to be designated as <br />HOA-owned or City-owned. <br /> <br /> <br />Trails <br /> <br />A 10-foot-wide asphalt trail is proposed throughout the development from 50th Street to the St. Croix Sanctuary <br />Development to the north, which will allow connection to the county’s greater trail system with additional connections <br />along the east to connect to Tamarack Farm Estates and to the northwest to connect to the existing dead-end trail/park <br />area within the St. Croix Sanctuary Development. <br /> <br />Additionally, an 8-foot-wide asphalt trail is proposed along one side of all internal streets allowing for pedestrian <br />connectivity to and from adjacent communities. The Homeowner’s Association will maintain all trails within the <br />development. <br /> <br /> <br />Phasing <br />The entire site is planned to be developed in a single phase. Mass grading will occur first, and once grading is complete, <br />utility installation will follow. Site development is anticipated to begin in 2026, with home construction commencing <br />thereafter.
